In March, 13, 2006 at 08:30,Ruslan Fargiev(Lenina street,51, Alkhasty settlement),invalid of 2nd group,left for a hospital in Vladikavkaz,Northern Osetiya to be examined by doctors and take treatments for curing his thyroid gland.
At 10:19,Ruslan Fargiev called to his wife and said he safely got and then was at Vladikavkaz busstation and informed her that was going to a minibuses stop to go to the hospital(K.Marx street,36),as well he informed that afterwards was going to visit another hospital.
Till now,Ruslan Fargiev’s location is not known and his kidnappers are not established too.Iriston municipal district procuracy of Vladikavkaz instituted legal proceedings by RF criminal code law article 126,part 1 (kidnapping).
But the steps, taken by Iristonsky municipal district,Vladikavkaz, are not enough and efficient because Ruslan Fargiev’s location and persons commited the crime have not succeeded to establish so far.
At present time,investigating the criminal case № 12/2134 aroused by the fact of Ruslan Fargiev,s kidnapping is stayed provided by law article 128,part 1 of RF code of criminal procedure due to a lack of a subject to bring to trial.
His relatives have no information about his location and state of his health. Ruslan is married and has two small children.
