Proceeding from the materials published in the given report, Human rights organisation «MASHAR» recommends:

1. To the State Office of Public Prosecutor of the Russian Federation to create the special commission, with attraction of representatives of human rights organisations, for carrying out of check of the facts of infringements of human rights by power structures and Office of Public Prosecutor RI and RSO.

To Check up all affairs raised upon abductions and disappearances of people in the North Caucasus.

Take at military Office of Public Prosecutor all criminal cases in which as victims civilians appear and to transfer these affairs for investigations to civil inspectors.

2. To the Ministry of Justice of the Russian Federation urgently to complete an investigatory insulator in Republic Ingushetia, and also to begin buildings of a corrective colony.

3. To the Ministry of Internal Affairs of the Russian Federation:

To Disband time operative grouping of the Ministry of Internal Affairs of Russia across Ingushetia. To deduce from republic in addition entered continent.

To Add number of employees of Ministry of Internal Affairs RI from local residents on 3000 (three thousand) the person.

To Provide Ministry of Internal Affairs RI with all necessary for effective work: regimentals, arms, means for operative work, a modern communication facility, motor transport.

To Create the educational centres for increase of professional level of employees of militia.

To Create small stationary posts on administrative borders between subjects of the Russian Federation with joint performance of duty.

To Liquidate numerous duplicating posts.

4. To a management of FSB and the Ministry of Internal Affairs is necessary to develop the monitoring system department of own safety of legality of actions at carrying out of operative actions and the special actions, providing, in particular:

Presence of the employee of Office of Public Prosecutor during any actions of FSB spent by employees and the Ministry of Internal Affairs.

At carrying out of check of citizens or examination of home ownerships obligatory representation of the senior of group, with instructions of the rank and a surname, to owners of a home ownership and a presentation it of the business card.

To Forbid wearing masks of employees of law enforcement bodies hiding the face and use of motor transport without state registration numbers.

Application of forces and the means adequate to threat.

Compensation of the caused damage.

The Immediate notification of relatives of arrested persons and arrested persons about a place of their maintenance and the detention or arrest reasons.

5. To federal migratory service to make the schedule and to provide real reaturning all compelled immigrants to places of their former residing.

6. To the government of the Russian Federation to create the commission for an estimation and compensation, taking into account real market prices, material harm put to the compelled immigrants.

To Develop the plan stage-by-stage returning the Suburb and a part of Malgobeksky area under Republic Ingushetia jurisdiction.  

To hold competition of joint projects for the non-governmental organisations, which activity directed on improvement of mutual relations between the people living in the North Caucasus.

7. FSB of the Russian Federation to cancel the order № 80 from March, 2nd, 2006 as contradicted Constitutions of the Russian Federation.

To Define border zone limits in territory of Republic Ingushetia taking into account lawful interests of local population, on the basis of offers brought by deputies of National Meeting of Republic Ingushetia published in this report.
